How Governor Babagana Umara Zulum is transforming conflict into opportunity, honored with the 2026 Quintessence Pan-African Top Leadership Award.

NEW JERSEY – On a warm Friday evening in New Jersey, amidst a gathering of Africa’s most distinguished diplomats, statesmen, and traditional leaders, Governor Babagana Umara Zulum stepped up to accept the 2026 Quintessence Pan-African Top Leadership Award.

Yet, as the applause echoed through the hall, the Borno State Governor redirected the spotlight away from himself.

“This recognition is not for me alone,” Zulum said, his voice echoing a quiet conviction that has come to define his tenure. “It belongs to the resilient people of Borno, every Nigerian, and every African who has worked tirelessly to turn ideas into action, and to bring dignity to the lives of our people.”

Conferred annually upon two outstanding figures—one continental African leader and one African American leader—the Quintessence Award celebrates lifetime achievement and exceptional service to the African heritage. For Zulum, however, leadership has never been about honors or high office. It is, at its core, a tool for social mobility.

LADDERS OF OPPORTUNITY

Growing up in a modest farming community within the Mafa Local Government Area of Borno State, Zulum’s early life was grounded in hard work and community reliance. That upbringing continues to anchor his governance style today.

  • On the Essence of Governance: “Leadership is not about grand titles, but about building ladders of opportunity so everyone can climb.”
  • On Vision: Creating an environment where the hidden potential of everyday children—regardless of background—can flourish.
  • On Duty: Viewing political authority strictly as service rather than status.

BORNO BY THE NUMBERS

Since taking the oath of office in 2019, Governor Zulum has spearheaded an unprecedented drive to rebuild a state battered by over a decade of Boko Haram insurgency.

Metric / DeliverableImpact & Scale
Total Capital Projects1,000+ projects delivered across six years
Infrastructure Rebuilt30,000+ homes, schools, and health facilities reconstructed
First-Year Velocity326 projects completed in Year 1 alone
Displaced Resettlement6,000+ housing units delivered immediately for displaced families

“These are more than statistics,” the Governor emphasized during his address. “They represent shelter for displaced families, classrooms for children, and health centres where mothers can receive critical care.”
A CALL TO THE DIASPORA
Beyond reflecting on Borno’s recovery, Zulum delivered a passionate plea to Africans living abroad. While acknowledging that financial remittances keep millions of families afloat, he urged the diaspora to transition from survival support to strategic, long-term capital investments.
Capital & Skills: Directing expertise into local manufacturing, tech hubs, and teacher training.
Building Capacity: Funding healthcare infrastructure and institutional growth rather than short-term consumption.
Empowering Youth: Investing directly in Africa’s largest asset—its dynamic, young demographic.
“Every factory you build, every school you help fund, is an investment in Africa’s greatest resource: our people,” Zulum charged. “My message today is that leaders are enablers, not distant rulers.”
A GATHERING OF STATESMEN
The high-profile event was chaired by Professor Ibrahim Gambari, former Chief of Staff to the late President Muhammadu Buhari.
The executive delegation and dignitaries in attendance included:
Dr. Abdulrahman Abdulrazaq — Governor of Kwara State & Chairman, Nigeria Governors’ Forum
HRH Muhammad Sanusi II — Emir of Kano
Dr. Mansur Mukhtar — Former Nigerian Minister of Finance
H.E. Dr. Falmata Babagana Zulum — First Lady of Borno State
Senior Foreign Officials — Nigerian Ambassador to Ethiopia & Consul General in Atlanta
Accompanied by key cabinet members—including Chief Adviser Dr. Mairo Mandara, Women Affairs Commissioner Hon. Zuwaira Gambo, and Kashim Ibrahim Teaching Hospital Board Chair Prof. Ahmed Ahidjo—Governor Zulum also leveraged the trip to host the Borno Investment Roundtable, engaging international partners like Dr. Thameer Kezamal and Mr. Huber Shaiyen to secure further private-sector commitments for the state.

“We will not rest, we will not be complacent. We will continue to work, strive more, and fight for a Borno where everyone can dream of a better life, every farmer can till their land, our industries can thrive, and every family can sleep in peace.”
